23% is around the tax you will pay on the highest bracket with discount. Selling and buying back in at 23% or larger drop and your holding/profit will increase more than the difference in cgt discount and no discount tax you pay.
So in short, even if you have to pay higher tax you still profit more as your holding is larger.
