I know of a drug that the US Dept of Defense funded $180 million for US trials recently despite that drug having a history of safety suspensions as well as being stuck in regulatory limbo in Japan for 3 years.
My point is, when it comes to third party funding or validation, I'd place greater weighting to Big Pharma over government. Government aren't as commercially orientated so may have a higher threshold for failure. There's also the perception the best brains are in the private sector.
