The price you can raise at is dictated by an agreement with sophisticated investors at a discount to the VWAP when you raise, so if you leave every raise until the last minute the discount you have to give is more substantial (because they know they have you against the wall) and you have no leeway to wait until the share price is high to do the CR (not a problem at the moment but in the past it has been).
Prudent capital management involves negotiating from a position of strength, not desperation because you're about to run out of money or draw down on a high interest debt facility.
