There was an issue between the memory array and the control layer of the chip that prevented the two layers from "talking" to each other. A build up of poorly conducting oxidised materials. They needed an "etch" to fix it, which is akin to taking a piece of sandpaper to battery contacts to improve their conductivity,
The company brought in some expertise from Stanford Uni to determine the etch solution. They then fabricated PL4 on the basis of those findings.
