If it fails to stay negative today, we may see IGO go over 7 in a couple of weeks. There is no way to know if it is a false capitulation. It's a game of cat and mouse with the hedge funds specialised in short selling. They will fight to the death to open a wide window for short covering without causing a short squeeze (and often they fail on a profitable company).
