The long may want to buy puts to protect their position so they can sell at the higher strike price and they can buy back at the lower current price. When investors don't want to buy, the market makers will have to buy or sell because their job is to provide trading liquidity. As the options market makers do not trade for profit, they will have to counter the puts or calls by buying or shorting shares to make sure they do not lose money either way.
