Yes indeed, plus the idea that the Chinese wouldn't necessarily want Rio to get access to such high-quality African Ore as it's contrary to their plans to reduce shipments of incoming Australian Ore.
Also, the CMRG won't be as powerful as intended until such time that the African Ore is coming in solely through that portal.
