Designed that way or ended up that way??? Sounds more like FUBAR to me.
Oil is there but I wouldn't be too surprised if it ends up on pump to draw it out, thus at a pretty ordinary rate.
Big question is the Macquarie funding, will they be convinced that it "speaks for itself" and release funds to go again?
