I personally think that it's going to be blocks KON 10 and KON 13. They are north and south of the the Kwanza River, which is consistent with the 13 December 2006 announcement which states:
"The proposed concession areas lie respectively adjacent to the north and south of the Kwanza River in the middle of the Kwanza Basin."

Additionally, if you refer to page 7 of the November 2007 shareholder update presentation, you'll see a map, pinpointing the location of the Kwanza Basin oil concessions that CVI intends to apply for.

The red rectangles are blocks KON 11 and KON 12 - the blocks which are currently up for bidding between now and March. The red dot is the approximate location that CVI is interested in. The red lines are what I used to roughly triangulate the location.

As you can see, the location is just to the right of KON 11 and KON 12, which suggests to me: KON 10 and KON 13
