Oil is not just seeping to the surface its coming with some force as is the gas.

As I understand it oil AND gas is being produced to surface as they are drilling with under balance mud meaning the weight of the drilling mud is such to allow formation fluids and gas to be produced as they drill so as not to damage the formation, hence the go slows.

Its a tough gig cleaning that much oil from the drilling mud to be recirculated throught the hole.
