Max after a period of time oil wells can loose efficiency (flow rate) and so the daily production falls. Imagine you have water in a balloon (oil reservoir), if you sick a pin in the initial flow is at a higher pressure (faster flow), but that eventually settles to a lessor rate.

By punching a well into an oil reservoir (if its under pressure) it will obviously take the easy route up the well and free flow (bopd). Much like the balloon, once the pressure is relieved the flow will slow (or stop) meaning the pump needs to do all the work getting the oil into the tankers and heading for the Bangkok refineries.

Also due to maintenance you can get wells taken off line.

Sounds like a priority is now more wells into the production area to take up the declination slack.
