Also, it appears to me that there are several parties involved - so perhaps it is a consortium of investors / institutions that are going to use the ore to feed their mines. Roseby is a good feed - the capital required to create a new plant for Roseby makes the economics less favorable. Heck, for all I know, it could be CDU buying up URL for their monster resource holdings. I imagine it is a combo of Xstrata and one or two others. There are some high grade little pits of ore - up to 0.8% to feed into established plants - and then there are some very significant SEEP deposits yet to be firmed up by Xstrata who are doing their finest to keep it under wraps.
