The answer is obvious, well to most probably. No one can estimate when the trial will be completed so there is no reason to invest and create the premium you seem to think should magically exist. The real investors who push a stock come in around 2-6 months before approval and we are well before that window now. The Dumb money gets in 7-10 years or so before them and then complains about dilution and lost value. Smart retail investors buy after substantial progress; usually during the phase III trials at low points. They will trade around core positions or just accumulate.
