Upon my own interpretation and what others have recently stated I had always understood the report to be in the finalisation stages in early July and not necessarily distributed until a later date.
In saying so, if a report was to be finalised in this timeframe you would expect it to be distributed within a 'reasonable' timeframe afterwards. So perhaps mid-late july to early aug has always been in their mindset.
However it would be of comfort that a reference was made within the quarterly report to settle those who have had 'trigger fingers' of late. As for me, I'm holding until further news, as long as you have mitigated your risk then there is always the upside to look forward too....
