Well TPI Enterprises are building the third Opium Poppy processing Plant in Tasmania at Cressy, so I am assuming that the Biofuel Plant will be built alongside this facility.
I doubt there would be enough Poppies processed at the Cressy plant for a Plant of this size, but they can get more Poppy Seed from Tasmanian Alkaloids at Westbury which is only 40km away.
This is completely different to Darwin. In Tasmania they will be using what is basically a waste product, that is Poppy Seed, whilst in Darwin they have to import Palm Oil. Tasmania will also have to produce the Oil from the Seed before they can process that to produce Biodiesel. I would be surprised if they could build a plant of that size for $500,000 ...
As an order of magnitude, this plant is less than 1% of the size of NFL's plants in Singapore.
