I read it as recognition that three commercial contracts with regards to the test builds are not recognised as enough to cover the current spend on travel expenses, let alone fat Fridays, but are important first steps to securing meaningful contracts that will support the mass production of commercial HX units with the added support of a credit raise or two, and possibly debt or partner financing.
Long and slow journey from here it seems.
