The value in Vocus is not in their ability to purchase IRUs on any particular cable system. Yes they have IRUs on SXC but so do many other Australian ISPs. If you're willing to fork the cash SXC will sell to you too.
Vocus' value add is in management of the network, and packaging it into easy-to-use sale-able product.
Hence the introduction of ASC is neither positive or negative. I would imagine they would purchase capacity on ASC when it goes live as it offers huge latency advantages to Singapore which is a major regional hub.
