    issue scrip to fellow cronies cheaply before any big ann. thereby letting associated cronies make easy $$$

    issue scrip after big ann. thereby doing good by existing shareholders by minimising dilution

    issue scrip to a major, thereby benefiting from increased credibility and know how.
