I agree T4P, bringing in a major is the way to go. This could be via scrip or JV.
If this is even a quarter of what they are looking for it will take heaps of cash and know-how to commercialise.
If TAS go it alone it might take a lifetime of small drilling programs (a $4m raising would go nowhere).
Any kind of find would interest several majors so TAS should be able to get favourable terms.
