Not just poor planning. IMO the golden rule of turning around a company is communication with shareholders, clearly not a skill learned yet by this company or its new CEO. A true turnaround CEO would have known by the time they took up the position, with a couple of months of research under their belt, what the situation was and what they were going to say. It is not a time for trial and error, nor delays, nor silence. A message should have come out within a week to calm investors and instill confidence. There is no chance of that now, the opportunity has gone. Same ol' same ol' in my opinion. I suspect that they are way over their heads.
