It is my understanding that Anglo has an option to buy into Cascavel later if they wish to do so, their interest is the broader area, hoping for a successful drilling program,, they might believe that there is an large IOCG deposit close by .. the investment by Anglo is not a large one, about the cost of a large digger. ( a EX5600 is around 12 million aud ) They might consider it is worth the punt, who knows, no one here, that is for sure.
