As recently as three-weeks ago, Simon Noon doubled-down on Q3 as the expected timeline for the awarding of the long awaited contracts.

Assuming he actually delivers this time, that leaves just another several weeks before the big announcement drops. I'm assuming the deal will be made with Yuguang. And will involve a large up-front prepayment in return for a sizeable percentage of the project output.

Sill not understanding how the company proposes to finance the remainder of the Capex. At this current MC, equity won't make a meaningful contribution. And NAIF seems a long shot (at the very least the timing is uncertain and beyond the company's control).
