Yes BFS can be done without measured resource. This was already done by TTR over 2 years ago. However although TTR had confidence in the economics of the deposits and giving the project the go ahead they could not raise funding. Hence the necessity to do this extra drilling.
I must confess not to no the nitty gritty of JORC rules but it is all about statistical methods - degrees of confidence...the more holes/samples the greater certainty that when you mine a deposit you get what you have calculated to be there.
The metallugical work from Trilogy shows obvious improvement in yields.
