However, my response to you was based on what Miles told the recent EGM. No one had heard of the Negotiating Committee, but concerns were laid to rest by Miles' explanation. When you stop to think about it, it's perfectly logical the government would want an independent body signing off first - it's called ass-covering and happens everywhere all the time.
