Yes: It was mentioned that the DOD do not usually pay direct - unless it is regarding items such as bombs, tanks etc. A second party ("moneybags") fund those successful in being selected by the DOD. Funding is spread across States/Areas. Alexium are THE (only!) fire retardant subcontractors for the DOD. My understanding is that it is not restricted just to military clothing.
