Glucagon kits where I work are ordered for every single patient. Not just one that sits ready for the ward. We are so medico legally paranoid everyone needs one for themselves. And you're right, it's a bit hard to stuff jelly beans into someone who is unconscious. So even though the vast majority of patients treat hypos this way, once you're in care it's mandatory that all eventualities are covered which means a kit for every patient.
