Yep good sign, the Chinese obviously want an inside man and have made that part of the 'deal'. There will be plenty of pressure coming from this person to advance the projects that the Chinese are interested in.

For RAU to agree to this then the Chinese investment must be significant. It also suggests that the Chinese deal - whatever that is - will be taking priority over other RAU projects. So unless the Chinese have an interest in Bolivia through this 'deal' then Bolivia is going to take a back seat.
