I think overall it should be fairly neutral news (but good for trustees by allowing them more discretion).
The large impact will probably be on short-term holders who were expecting a large dividend.
It is more likely now that more cash will be used to pay down debt.
This is good for the long-term health of the company.
The question is just what balance the company will take.
