Construction commenced - early 1929.
Dedicated and opened - May 1, 1931.
Wall Street collapsed, October 1929, and the Great Depression lasted until well into the late 1930s.
The New Deal was not announced until well into 1933.
The Empire State Building, therefore, did not come on stream towards the end of the Great Depression. It was there towards the beginning, to early-mid stages of the Great Depression, with initiatives such as the New Deal still ~2 years away from being announced.
The New Deal really did not take shape until May 1933, and later.

Also, look at what happened to the banks during this timeframe:
1.
by year's end, 1350 banks have suspended operations during 1930;
2.
by year's end, 2,293 banks have suspended operations during 1931;
3.
by year's end, 1,493 banks have suspended operatins during 1932;
4.
by year's end, approximately 4,000 banks have suspended operations in 1933.
Add to this, Japan:
1.
invaded Machuria in September 1931;
2.
left the gold standard in December 1931.
It was not until April 1934 that the USA went off the gold standard.
The New Deal is often credited as representing the first formative steps to the Great Depression being ended in the USA.
