If you ask why the note holders don't want to put money in, well it is simple, the effect on the percentage they own of MBN would be miniscule, because they are diluting themselves since they own most of the company.
As rough calculations (which aren't precise figures since I'm typing on my iPhone)
Say they own 70M out Of The 77M market cap or 91%
Il they out in 11M themselves, they would hypothetically own 81M of 88M or 92%
For 11M they would increase their ownership by a paltry 1%, no way! Better get the government to pay and not throw money down the drain!
