As per usual, there are two ways at looking at things.

With regards this announcement, yes, it may mean that they haven't found a partner and are seeking assistance to find one.

The alternative interpretation is that potential partners are lining up, and they realise they have a need to manage the process of partnering professionally.

Only time will tell, but my feeling is that it's the latter.

I might be wrong, but I have to say, this announcement makes me feel a bit more confident of the future with OBJ.
