"Accrual Accounting" ...could that be the reason for the go slow /snail trail mail .
I seem to recall that SA have had a pretty ordinary $$ result in recent times .
So if they "booked" more expenditure this fy( by signing the UNS contract) , would not that detract from their 2013 EOY results .
In contrast , if the contract is signed in early July , the associated expenditure will be offset by the additional revenue flow accrued later in the 2014 fy as an outcome from the contact with UNS .
Just a thought .
