Sure there is a lot of bureaucracy and this machinery works no matter if the minister is approved or in resignation. Some important things are decided by State Mining Administration which has chairman, not minister and it is not part of government. But also by local municipalities which are definitely on side of EMH for long time and no change there. Sure also by experienced clerks who sit on ministry of environment or industry for years no matter who have won current elections. It is not like that we must wait for approved minister to move on.
On the other side sure active support of government would be definitely better than something like "yes, you have rights to continue to get to mining".
