Re LAF value 40 cents is asking a bit much IMO, but the NPV using conservative Cu/Au prices is around 22 cents. Using spot prices is closer to 30 cents.
This is for the current reserve and does not include potential underground or other resources outside current pit envelope.
Exploration potential is also good but more of a 'several year' view.
Due to all the stuff ups relating to Phillipines mining projects over the years this one will be closely watched as a 'test case' - hence the price discount. Success over the construction/commissioning phase will likely see the discount eroded and also add value to other coys. operating in this country.
