Share place have been and will always be a legitimate way to raise cash for companies. It raises money for the company quickly and cheaply. To raise that cash on the market would probably, in the short term, kill the share price much more than a share place will. Institions who participate in the placement probably want to get in on the action and are less like to dump their placements. The placements are to fund works which are meant to increase the value of the company so that we all benefit in the long term.
