Yeah, I think you've got it wrong. Yes, 1B is estimate to rehab Mt Arthur now. Open cut mines progressively rehab, that progressive rehab cost is incorporated into the unit cost for mining (the $/tonne cost). When has an operating mine ever reported a rehab cost? So, by this logic, at the end of the Mount Arthur Mine life you would expect a similar void to what they currently have although most likely a smaller one as the pit narrows towards closure.
Its certainly not like every year a mine operates the rehab bond gets bigger.
