Don't expect an institutional investor to pour a lot of money into PEN before JORC is announced - they just can't operate that way. But you can see some are recognising the potential that PEN has to offer and are getting a relatively small holding as an entry point, no doubt to use as a base from which to grow their holding when the time is right (soon)
