The compensation at the moment is in the form of tax concessions and expanded leases. What do you suggest an iron clad guarantee would comprise? The best one can do at the moment is having a TAFTA judgment hanging over the heads of the Thai government. Any settlement agreement would be noted by the arbitral panel. There is no such thing as an iron clad guarantee in the circumstances. If there were an agreement, who would enforce is except the arbitral panel? Both sides are governed by TAFTA and nothing else.
