"new licenses...during the month of January"

What they published in their own words in early January:  "the licensing process has experienced further delays. Management, led by Executive Director Mark Gasson, have successfully visited the DRC in recent weeks and are confident that the issuing of the new licenses will take place duringthe month of January."...then after the delayed election they said "within the month".  Now we're nearly midway into the following month.  These clowns are beginning to resemble the Popeye cartoon character Wimpy who went around saying, "I will gladly pay you Tuesday for a hamburger today":
