Good question and the answer is:
With ISRO the 3 Diamonds are a secondary payload & with Vergin Galactic the sats will be primary payload which will give the company more control regarding dates. In addition it will give SAS the ability to decide on angles, degrees and more critical information to implement a more precise placement.
On another note - appreciate the people that responded to the FB post of being more proactive. Well done FB, twitter and other media vehicles have been helping getting the word out.
