No it is saying that domestic CO2 emissions have fallen over the past decade overall. This is in part a result of the increase in gas turbine generation. The pursuit of lower emissions is exactly where the Exergen DICE project is targeted.
If you refer to the graph in the BREE report, the only state where emissions have risen recently is in WA and QLD thanks to the booming mining industry which is essentially keeping Australia afloat.
Without a LV mining industry the mining the MRRT would be even more necessary as it would be able to take money from the resource states WA and QLD and direct it to where the manufacturing industries are dissapearing in the southern states particularly in Victoria.
