I was reading an article on the SeekingAlpha website about the gold market and there was a discussion in the comments portion where a couple of readers commented that their best trade was to short the gold miners. Perhaps they were shorting the gold miners via some sort of ETF (I think they call them inverse ETFs when they are used for shorting). From discussions on CNBC I have heard many commentators say that they were or had shorted the share of some company.
I do not know why you think that shorting is banned in the US. There was a period during the GFC when shorting of banks in some European countires, and possibly other countries, was banned. I believe those restrictions were lifted long ago.
