From the quoted article:
“Along with today's release from the SPR, the White House announced that it would authorise the use of the Defense Production Act for green metals. That will help cut through red tape and get projects underway.”
The White House admits that red tape is holding up projects. Same happens here. Just get rid of it across the board and not just when shortages occur.
