At that stage he informed the NGCP to extract """"" and get the job done. And here we are now (years later) still waiting for the substation to be completed. 4 years late.

Senate summons NGCP anew on Tuesday

HE Senate Energy Committee hassummoned anew officials of the National Grid Corp. of the Philippines (NGCP)following its alleged failure to submit to a mandatory audit.

Sen. Sherwin Gatchalian,committee chairman, confirmed that NGCP officials “need a lot of explaining todo” when they face Senate probers on Tuesday’s Senate hearing.

The Energy panel earliergave NGCP officials until February 10, to comply with a directive tosubject its operations to a mandatory audit following national securityconcerns, but the Senate panel agreed to extend the initial deadline toFebruary 17.

At last month’s hearing, Senateprobers were alarmed after NGCP admitted there were “numerous cyber attacks”that were not reported to proper authorities. “With just a single attack,we should already be panicking. It need not reach a point where we have manyattacks,” Gatchalian said in a mix of English and Filipino, reminding NGCPofficials to act quickly.

Saying he was surprised to hearabout the cyber attacks on a vital government agency, Gatchalian said: “Wewere merely contemplating on how to deal with future cyber attacks, but itturns out it was already happening. So, if they refuse a proposal to let theDOE [Department of Energy] come in, we will pursue our recommendation to revoketheir franchise,” he said.

Officials of the DOE and theNational Transmission Corporation (TransCo) had alleged at the last hearingthat NGCP officials refused to be audited several times, amid fears that“the NGCP is being controlled and operated by China through the State GridCorp. of China (SGCC) which has a 40-percent stake in the company.” Gatchalianrecalled.

At the same time, the Energypanel learned a certain Wen Bo signed contracts as chief technical officer(CTO) of the NGCP,
prompting a reminder from Gatchalian that having a non-Filipino in the topmanagement posts of the company is “a clear violation of the Constitutionciting Section 11, Article 12 of the 1987 Constitution which states that allexecutive and managing officers of any corporation or association must becitizens of the Philippines.”

Gatchalian said the next hearing will focus further on “NGCP’s concession agreements, its franchise, and its performance.”
