Yep they are cashed up and I would think it would be easier to mine on their own land than the State Forest.
The majority of the discovery seems to be in the State Forest, this means a lot of work and time towards government approvals I would think.
Whereas Oars seems to be more residential?this can also cause issues. I've never been to the location and haven't had time to look fully on google earth as yet.
