That's not completely correct as challice have bought up a number of private properties, approx 11 million or so $ worth..
Yes they are also on state forest so part of what you quoted is correct but from what I have read from their Ann's is that they are commencing drilling on their own land first. They have also been meeting with the local community about environmental concerns etc

The biggest issue I can find in my research, is access to water, there's not much water in the area and apparently the mining will require a lot of water. Just my opinion but I believe Challice will get all the gov approvals and backing as it being quoted as a world class find. Making money will win over houses, state forests and environmental concerns imo.
