    ring thee company if you are so confused
    no the $25 was new orders
    you do not enter final stages of negotiations until you have been chosen as preferred tenderer ....then terms are negotiated ...they are not supplying off the shelf product..

    but call if you have doubts...the company suggested it in recent announcements
