I think he has to. If you want to be in China, you have to have a factory there. Sure, the Chinese are going to be spying and copying everything but that's what they do anyway.
If Musk wasn't in China he wouldn't have access to that market. Because his primary driver is to electrify the vehicle market and reduce emissions, he needs to be there. He won't be the biggest fish ultimately but I don't believe that's an issue for him.
I think Musk is a CEO that probably doesn't care if he doesn't make evs for ever. He is different to the traditional car company where that is their business. Musk is building all sorts of things and levering off the technologies.
He is the true entrepeneur. Most of them don't last forever but what they do is make a big impact and quite often influence an industry. Then they just move on to the next thing.
