You've been away from this board too long, your sarcasm detector is getting rusty. However the figures you quote would explain the concern from HDR management, I had no idea the percentage of institutional holders ever dropped so low - are you sure of these numbers?
If the percentage of small investors is as high as you say they may have real trouble getting this vote over the line if they don't get very high voter turnout.
