Well the TSX is the biggest bourse in the world for raising mining money. The Canadians have a much greater appetite for risk than we do here. Go to any tin pot African dictatorship & you will find a Canadian miner or explorer operating where others fear to tread.
Don't forget Bre X was also a Canadian company whose shares rocketed from mere pennies to $286.50 on the so called discovery of a new El Dorado. That was in May 1996. Hardly an era of lax regulation.
